What it does

QUILL does not replace any flagship. FØUNDRY still captures intent, POLARIS still plans, CURRENT still watches the floor. QUILL is the thin bus that passes one job's facts between them without a human re-keying anything.

It is deliberately last on the build order. A coordinator with one agent to coordinate is overhead, so QUILL ships once at least two flagships exchange work on the same shop (POLARIS handing a routed job to CURRENT is the first case).

Everything it carries uses the shared PressForge schema: one event shape, one job shape, one capability shape, one product-spec shape. A shop's data never has to be translated between flagships.
